Additionally, for every great work in a city, every other city within 9 tiles gets -1 loyalty per turn, which can stack up nicely on a tiny map.

Civ 6 AI battles post rise and Fall almost never work because the AI cannot deal with loyalty when everyone starts off next to each other. In Civ 5 you would see one civ dominate because they would take an early lead and snowball that, but in 6 even once the AI take a city, (unless its Eleanor) they almost always immediately lose it back to loyalty pressure
Honestly on civ 5 i play max civs on a tiny earth on Emperor difficulty. Go with Morocco for gold bonus, or Germany for less unit maintenance, or a civ with a wonder bonus. Its my favorite way to play.
And at the same time, Flood Barriers are irrelevant, because you can't build them faster than the sea levels rise, even if you're far ahead in science and try to have not as many emissions.

Perhaps it would behoove us all if you went back and broke down where it was Canada started to gain the upper hand and how it managed to sustain before that.
you should try this stuff with Civ 3 Conquest it would be cool to see how the Civ 3 AI does in an all AI battle also in Civ 3 you can make the AI more aggressive.
I think YnAMP has and option in the advanced settings that lets you set the boundaries of the world, so that’s your best bet for the Old World. Just don’t crash instantly.

The problem with loyalty is that Eleanor's Court of Love messes things up -1 loyalty for every city in range of hers.
