N, along with Zinnia are my two most favourite characters in the Pokemon series, they are both quite well written, and Zinnia introducing the Draconids could do a lot in fleshing out lore

It's actually ticking clock sounds. Because N was originally supposed to have supernatural powers that allowed him to see the past and future. The clock sounds are a really clever way to represent this scrapped idea.
