I’ve tried all of these steps and even just started reinstalling, is there any other things I could possibly do if reinstalling doesn’t work?

there's one more thing you can do, it's got issues tho.
when you start the game, before it loads, try to stay on any other open app/window, like keep clicking it, so the game window will be 'on the background'. when game turns on, it won't see your controller (or wheel) first. so on the loading screen you just click your mouse and then any button on the controller (wheel). This way it will work. The issue tho might be that if you try and hide the game window or scroll between your apps, it can shut down again, so better stay in game until you're done
