Yes the pencil tool also draws vectors

I'm not sure I understand your question. There are not different versions for the laptop and desktop so those are the same. The iPad version is almost identical to the desktop version in terms of features but it is different because it is built for a touch screen so the controls are not always the same. If you buy the universal license though you get it for all three operating systems (windows, mac, and iPad) so that's the best way to go because then you can work anywhere.
