component cities without high rises lol. hindi marecognized na city it looks like just a town. imagine Zamboanga City of almost million population compare to Vung Tau of VIETNAM that only have 200k population but Vung tau looks more progressive with well urban plan, wide roads, clean organized with alot of high rises buildings. thats why many foriegn tourist keep saying PHI. only have Manila And Cebu bcos the rest it looks like just a town very small , no highrises and not really pleasant to looks with such dirty streets noisy environment, and alots of slums
