This is absolutely discouraging to see such rules and regulations which literally have no sense. Beaches are public property except for the areas which have been purchased by resort owners but I don't think the whole length/stretch of all the beaches are being sold. This is sheer gundagardi. Highly disappointed to know all this. Goa used to be a travellers and campers paradise.
