This is a prime example of why the offsetting penalty thing needs to stop, and here's how to fix it: Change *unsportsmanlike conduct* to only *10 yards* since they're not as serious as a personal foul. This way the personal foul penalty gets enforced over unsportsmanlike conduct.

As a hockey ref, when situations like this happen on the ice, I only penalize the instigator. I hate people gloating, but I let it slide if they had a penalty on them.
Football is being ruined with officials calling lame penalties. They should go to flag football and get it over with, since that's where we're heading.
Blame the people who write the rules (i.e., college football coaches), not the refs. College coaches collectively don't want this stuff... complain to them.

I just watched the Boise State highlights and two ball carriers were hit in the end zone, one by each team, and no one was called for a penalty at all. It isn't standardized for every game, or those both would have been personal fouls like against Navy.
