We have the sack man here in Brazil! When I first saw the movie I totally understood what Oogie Boogie was supposed to be. I saw him and was like: of course, it's the sack man that's why he's made from a sack thingy. When I was a child I ran from a restaurant, away from my mom (I used to do that when I was little), and then a hobo actually passed carrying a sack and my mom was like: See? That was the sack man, he was here to get you, so behave or he will get you and you'll never see mommy again! But that didn't make effect on me, I still ran off her a few times.
It's also worth mentioning his gambling aspect. Jack takes a risk/gamble putting Sandy Claws' fate at risk so he can cook up his own Christmas. But that deal with the devil goes wrong, and the serpant tounged boogieman in his hellish world of torture.
Nightmare Before Christmas isn't my favorite Disney films, but Oogie Boogie is one of my favorite villains...though I have a really hard time considering him a villain. He just seems too jolly and fun to be considered threatening to me. He is more adorable than he is sinister. I didn't know his song was shortened for the movie, but I'm in love with this one cover of his song performed by Jonathan Young. Now that cover is freaky.
One idea I had for a Boogie Man like character for a sequel would be to have the Krumpus kidnap Lock, Shock, and Barrel. After which the residents of Halloween Town have to rescue them with the help of some of the International Christmas characters like Los Tres Magos who bring the toys in Latin America, and the Mediterranean Befana AKA the Mediterranean Christmas Witch. While the emphasis of the first story was learning to be comfortable with who you are individually, this one would be focused on embracing the differences of others.
Something else most people don't know about the soundtrack is that it opens and closes with narration from Patrick Stewart... seriously, you need this soundtrack in your life, people!
Maybe it's just something simple. He is a sentient shadow but can only physically interact by manipulating shadows. It's hard to force one person or thing to be his body so he has a sack body full of bugs almost permanently in the dark that he is able to use for a physical presence.
Your comment about the extended version of Oogie Boogie's Song reminds me of that song Hexxus sings in Ferngully. There's an extended version of that too! And it is absolutely amazing!

I actually did look up clips of Million Ants to use as an example, but I couldn't find any decent moments that actually showcased the ants individually since they're all drawn as a big brown shape-shifting blob, so I thought it might be confusing to those unfamiliar with the character. Oogie Boogie Man could be a ghost who can only control bugs. If you are ghost who can't move objects, but have enough powers to mind control smaller creatures, make your weak bug body into bag so you don't have to worry about falling apart is the best idea.

I do want to add to this that when Oogie becomes undone, the bug that Santa steps on is the one saying "My bugs!" and was cut off the moment it was stepped on, which does heavily imply that this bug is the brain bug. And in many instances, it is the same bug that gets squished by someone (EX: Kingdom heart games.) Whose to say that this particular bug can always be revived, or because Oogie represents pure fear, that the fact he keeps coming back could mean fear is undying and innate? Fear is a primal instinct; all living creatures possesses this response in some way and respond to fear differently. He could always comes back because fear is ingrained into every living creature, no matter how much or how little fear they have. And besides, there's always that lingering *fear* he would return. You can only overcome so many fears but there will always be another or for previous fears coming back to haunt. Oogie Boogie exists because fear exists; Oogie Boogie is eternal because fear is eternal. The background behind Oogie is really interesting; surrounded by mythos from many places. Neat! Instead of kidnaping the kids, he eats them. Also, there’s a third monster who parents rely on to convince their kids to sleep. Cuca, a witch with a humanoid alligator body, who first kidnaps the kids, brings them to her cave and makes soup out of them... while the kids are still alive. Folklore around here is more like nightmare fuel.
You know gambling and casinos were once a popular aesthetic to depict the Devil in. Stands to reason if you want your main antagonist to come off as evil while still being kid friendly, this is a good way to go. Really, Mr. Oogie Boogie is part of a proud tradition of wicked gamblers.

Those are just different names and concepts existing for the same purpose; a supposed supreme punisher, scaring everyone, not just children, into adhering to a social contract and staying in line and quell as much of the potential human nastiness as possible, without having to be constantly monitoring and policing the population.
