Mount Vernon is nice, it's just the schools that people complain about. Mount Vernon is majority black with Latinos from Brazil, Dominican Republic, and Puerto Rico. The whites are mostly Jews and Irish but in Fleetwood and near the Bronxville Village border. The Heights which is east of Fulton and north of Sanford Blvd. is nice and full of single and multi family homes. The cheapest homes and apartments are on the southside which is west of Fulton and south of the New Haven Line Metro-North railroad tracks. If you have the money, I would recommend Lincoln Ave. to the east of Hartley Park, and also Sheridan Ave. and any area along the Cross County parkway, very quiet and more suburban. The southside of Mount Vernon looks and feels like The Bronx.
