A more intelligent approach is to only allow class 1 and 2 e-bikes, which cannot exceed 20 mph. Oddly enough, none of the bikes on the beach in this video were going more than 15 mph; most were going 8 to 10 mph. And if "not making noise" is a safety hazzard, then ban all bicycles.

These new Electric Cycles are not bicycles, they're motorcycles. And the people riding them are not skilled riders. That's the problem.
I see very few people going faster that 10 mph. Even though they are capable of going much faster. I've seen Guy/Gals on racer Bikes doing 40 mph easy. Yet most trail have 15 mph limits.
Don't ride the busy thoroughfares. St. Petersburg has more miles of marked bike lanes(and has for a few decades) than any city in this country. It's your health and safety.

I think it depends on what beach your going to (how crowded). You will have to consider people laying in the sand and kids, so maybe best to bike on an excluded beach without a lot of people. I have an ebike.

My Lectric e-bike is a heavy beast. There is no way I could peddle this on sand without using the motor. Easier to just not go on the beach
