if you checking the needle on the sphygmomanometer then the bp is 119/65. sometimes in a very loud hospital, you can't rely too much on the korotkov sound since you can barely hear it. So greg brown, he's not wrong. in fact both of you are right.
Why don't you hear a pulse beneath the cuff, when it is deflated? Now the blood rushes unhindered through the arteries and should be the loudest, shouldn't it?

its an aproximate, that meaning it could be higher or lower, thats why you gotta aim higher just in case, it also gives you more time to regulate the airflow to ensure your not letting it go too fast.
To be geeky about it I would presumably the cuff would have to apply more force on a big muscular arm than on a thin flabby arm. That'd mean a different reading on different people even if their blood pressure is the same. And even using the same cuff on the same arm you always get different results. It's a very crude, unreliable test in my opinion.

Diastolic: when the sound significantly decrease, not when it disappears. Usually about 10mmHg higher.
Actually New guidelines say it is when sound disappears.
