I think it refers to the loading screen or the "Loading" that usually appear during certain levels

If you mean the cinematics, they cannot be skipped when you play for the first time, after completing the game on any difficulty (Easy / normal) press X (in PS2) or A (in Xbox) to skip the cinematics
