Why hasn't the blues idiom evolved very much at all? Same things over and over and over..........ad nauseam.

If you love the blues, you love it for it's deep roots and classic sound.

Evolution doesn't necessarily mean improvement and change for change's sake is the mantra of those with very short attention spans who demand endless and instantaneous entertainment and amusement.
People who love the blues have a simultaneous sense of the draw of history all the way back to the roots and the earliest days and can on one playlist find Robert Johnson and Muddy Waters and Buddy Guy and Albert Cummings and Gabe Stillman and yet a profound and enthusiastic passion for new artists that bring their own interpretation to the classics while they create classics for the future. Sometimes it's about the artistry that a specific performer brings to the nuance of the performance of a known standard.
When Yo Yo Ma plays Bach Cello Suite No. 1 in G Major for the 20th time is there some big complaint that he is playing the same thing over and over and over..........ad nauseam?
Hell, I got 14 different unique versions of Born Under a Bad Sign, 15 versions of Hoochie Coochie Man and 18 different versions of Mannish Boy ranging from Muddy Waters to Bo Diddley and from Hank Williams Jr to Jimi Hendrix... and 14 others.
If you don't love the blues, there's an easy solution... listen to something else. If music that is more recent and "evolutionary" is your thing, maybe rap suits you better.
