Black Swallowtail Caterpillar Eating

It's either eating Dill or Fennel. People may have conflicting opinions but this one knows what it likes.

I'm told the caterpillar is in its 4th instar, when it sheds this skin it will be less spikey. I'd guess its less than half an inch long.
