High flow rate means flow of feed water flow is more but resistance of fluid less to the pump as compared to high pressure.

Upto Drum pressure 10 to 12 kg/cm2 there is few pressure in SH circuit but below 10 kg/cm2 SH pressure comes below atmospheric pressure so SH vents made open for natural cooling...
