If someone had a private supply of gunpowder they were preparing for sustained gunfire, which is some warlike event, IE. Insurrection or invasion. People were allowed to have weapons because they needed them for hunting and defence against raid, not to fight a war. Likewise, a 11+ round magazine is not needed for protection or hunting; it is only common in fighting; for automatic, suppression fire or worse, mass killing.
