Is Larry actually allowed out of Downing Street? I can imagine he might not be because unfortunately it might not be safe to have him roaming London alone. 🙁 Glad you got to meet Humphrey, it’s always nice to have a friendly encounter with a cat.
He's often seen roaming St. James Park. He's usually also seen wandering around Westminster in general but I don't think he goes too far.

Why wouldn't Larry be considered part of the government, dog's and horses who work with the police are considered part of the force, as chief mouser he has a important job to do, he also supervises everything going on and nothing goes forward without a "meow" from him

Larry is a very empowered cat.
Larry is a particularly photogenic cat. And I do wonder if that’s one of the reasons Downing Street chose him. I mean, none of the previous cats were really famous because that was before there were cameras everywhere or video sharing sites. I remember Humphrey but you didn’t see him on the news that often. Given that we’re now in the age of social media, I wonder if Downing Street deliberately picked a cat who would look good on camera.
That's a very interesting theory that I hope we will find out the answer to one day.
i think Larry is more popular because he particularly likes to hang out with humans, comfortable in front of cameras and always goes just around Downing Street, so he's easier to be spotted. Humphrey on the other hand liked to go further and hang out in the park so I remember he was reported to be lost several times. There was a book about Humphrey's adventures

The world seems constantly surprised by British humour. We love the chief mouser bc the whole thing is silly nonsense. We appreciate a little bit of traditional nonsense in the UK, just ask the civil servants at the Ministry of Silly Walks.
