My favourite thing about Paxton's performance is that, even after he's revealed as evil, he's still the same charming and charismatic Garret. Calling Phil a friend, admitting that Fury would bury him for this, just shrugging and Hailing Hyrdra. It's all the more unsettling that he's still likable even as he reveals himself a monster.

Plus Hydra made sure that when they were ready to strike that they were mostly already in control of most of the military and assault forces, like that shot in Winter Soldier when the Shield Agents in the hanger are being slaughtered by Hydra forces in full tac gear

Garrett played the part of being a Shield agent a little too well,it became his downfall. If only he had kept his mouth shut on that part about Raina
That's what Coulson picked up. Notice the slight reaction in Clark's face, mainly the eyes.
Garrett messed up, if he didn't insist on killing Hand without questioning and hadn't mentioned Raina he would've succeeded
