I really will like to see the government bring jobs, investors to built factories to create jobs firstly. Tourism has a lot of down side where people are struggling and ought to be secondary. I can recall when Ghana was cheap in the 80s and 90s when I visited from abroad. But since then there has been massive arrivals of expatriates arriving as visitors and settlers which have spiked up costs that have been pegged to the dollar because of the foreigners. This pegging of prices to the dollar made fuel, houses and vehicles priced at the same cost as one would buy them in the US sometimes even higher.
