I think Development length should be place on bottom reinforcement, not on the top reinforcement of the footing.

You didn't mention that using bricks as cover it will corrode the rebars if the water level increases as brick has the tendency to absorb water and also at one column the bend has been in the opposite direction and first of all the marking should be done properly and the alignment should be checked throughly.

I gave up, I couldn't u nderstand much of what you said, and youtube was no help. Whatever you do, make sure you leave those water absorbing bricks in there so your bottom rebars can rust out. Have a nice day.
