Ra's was the founder of the league, and he claimed his organisation to be responsible for the Rome's burn. Based on the BB and TDKR he founded the league after he had learned about the fate of princess he had fell in love with, and that the princess had given a birth to his child before her death. What kinda confuses me in TDKR is a flashback, where Ra's is released after the princess had exchanged her freedom to Ra's freedom (The relationship was forbidden, so Ra's was prisoned for life. The princess pleaded her father to let her swap places with Ra's, and Ra's was unaware of this). That very same flashback shows a truck and the flashback is said to be taken place around 30 years before the events of BB. There have been rumors, that plenty of scenes related to Ra's and Bane had been cut from TDKR, and that those scenes would have revealed more about the two.

You`d think the Fu Manchu,white streak in his hair,being portrayed by an actor fluent in Arabic and the dude who`s known to call Batman "Detective" all the time in The Comics and Cartoons using the name of the dude who trained Bruce how to be a detective in The Comics would all be dead giveaways!
