I still appreciate that Colvin doesn't treat that poor woman who was already living in one of his free zones as collateral damage or anything. He's pissed at Lt. Mello for not seeing she still lived there and then gets her relocated for free. It's not without a few drawbacks though: 1. His motivation might've been simply to keep a lid on Hamsterdam. 2. Her house she had for so many years gets bulldozed thanks to Burrell and Rawls. It's possible she wound up homeless after they got rid of Colvin.
Colvin was schooling Officer Carver the whole time. In the end he matured too. Wasn’t so much about jacking people up no more. Carver actually became more sympathetic towards the community.
*starlight walks* as they're called here in canada. Cops will take usually indigenous peoples who committed minor crimes, dropped them off miles and miles from their homes on cold january nights... racism is alive and well in canada too, particularly in the police force
