Just as an FYI, the junction box turns the panel green @3:28. The gate to get here is just unlocked and can be interacted with any time at all. I know because I cleared out the entire mission, got down here as I was exploring (before I watched the video and saw the junction box), and was able to get to the keypad locked door, but not through it. I even missed the key on the body, got it, and ran back to the door with the keypad before watching ahead to the junction box and the panel was still red.

I was staring at the top of that lab level, looking for a hinge to shoot to get a grapple rope down or something... never noticed the fuse box until you pointed it out xD Thank YOU! saved my sanity
