IMO Ice Storm shines in solo play. The Cryo Cannon deals less direct damage than Driller's other primaries along with not having a DoT effect, so the vanilla Cryo Cannon relies more on allies following up to take advantage of frozen enemies. Ice Storm trades off that supportive quality of quick-freezing to instead be more direct damage that a solo Driller would need; and if you really need enemies frozen that instant, you'll have Bosco's rockets.
It's true that Cryo cannon relies on followups, but it doesn't have to be your allies doing it. All of Drillers tools can be built to become ideal combo options for frozen enemies, both in large groups or big targets. Solo Driller doesn't need to drop his supportive qualities, they support himself as much as anyone else.
I do think goo bomber special deserves at least B tier. C is a little low for an overclock that isnt outright bad. Its main drawback is you cant stick a lot of goo to walls and ceilings with the charged shot like you otherwise could, but i feel like its charged shot coverage is really nice. Its a different playstyle, but ultimately works just fine. It does also allow finer control of where you spread your goo which is kinda cool. This is a little niche of course, but if you like making bunkers, i find goo bomber to be better that other over clocks because of you neatly it covers the floot of the bunker entrance for bugs to walk through. So it has its place and merit. Albiet niche, but still valuable and fun.
I have a soft spot for it as well, mostly cause it was the most wanted Overclock from one of my friends lol. The way the charged puddles spread for the base Sludge Pump is better but Goo Bomber Special is still useable if you can kite bugs. I also quite like how its gimmick mimics a certain enemy's attack, I can't put that against it imo, and I'd love to see more Overclocks do that. The only other example I can think of is how Scorching Tide is similar to Arbalest's ridiculous flame attack.
The only driller overclock tier list I've ever found. By the way, sticky fuel overclock is the best flamethrower overclock for the morkite geode mission. Making flame circles that the bugs are forced to walk through is crazy
The Subata really is an underrated sidearm but I don't particularly gel with any of its OCs. With its small reticle and hitscan nature it's really the closest the Driller comes to long-range precision. Why can't we have an OC that doubles down on that? We could have had a mini-M1000 but nah, let's just give 'em Homebrew Powder again.
