I don't think the stamping applies anymore other than hydrotest date. Some gas suppliers will sell you any size bottle. Some suppliers will only swap out their own bottles. Like Airgas. It depends on who you deal with

I have had over a dozen different welding supply employees tell me time and time again in 3 different cities that the one single indication of a lease bottle is the company name on the neck ring, or collar. The only exception is the companies who folded and sold to public rather than being bought by another company. If there is no name on the neck ring, it is customer owned. I agree with the other people who say this guy hasn't a clue as to what kind of misinformation he is spreading

Here in Chicago all the major gas places just exchange. • @Comm0ut

I swap on purchase as a rule to get current hydro dates. Many LWS are casual about the little cylinders so long as they've no arc marks etc.
Blank neck rings are common to milsurp cylinders which of course you can exchange when they need hydro but those tend to disappear on the east coast so you may end up with a marked cylinder in return. NONE of the welding supply rules are actual laws and merely reflect over a century of industry consolidation. Another note is you'll still see ancient Linde cylinders marked with swastikas and that is NOT at all related to the Third Reich but was a mark used before WWII because it was a good luck symbol for thousands of years. They are NOT WWII surplus either.
Many are stamped with a square to alter the mark.
CO2 cylinders besides being useful for MIG welding are great for seating tire beads (get the correct regulator!) and the usual off-road "power tank" uses.

When a gas supplier acquires another company they sometimes have hydrotesters remove the collar and put a new one on with a galiso neck collar tool. They can also have what is known as a slip collar put on, it goes over the existing collar. Or they have the collar grinded smooth and the new company name engraved on it.

Leased bottles found in the dump or abandoned are often stolen and the company is usually glad to get them back so they a accept them as trade in. Here in the U.S., it's almost impossible to get your owned bottles back unless you are dealing with a local company in a small market and they will refill and rerurn it...not usually same day so it's best to have back-up bottles until refilled is available. This is usually due to refilling being scheduled based on number on hand and number needed.

The quickest way to tell who owns a bottle.
If the manufacturing date is near 100 years old, it looks like it's been through 2 world wars, and the last retest date is 30 or more years ago, It's a company bottle and will be in the corporate rental/lease service forever.
If it's manufacture date is less than 5 years old, looks to be in mint condition and has no retest date. It's privately owned, always expired and thus unfillable and somehow untestable you will need to buy a new one instead.

I've been given large Airgas neck ring cylinders by my local Airgas because they lost my blank neck ring government cylinders. I've never heard of anyone (I've welded since the late 1970s) get popped for having large cylinders. They are not like cars with VINs, they're just a way to vendor lock certain size cylinders. If you buy gas from that company they don't lose anything. If you don't have a welder bro with an account who can swap them for you, you could lease one then exchange all four on that lease which is no different to the company than swapping one cylinder four times. Just exchange them one at a time. This is very much a case of "no one who matters gives a shit" despite what spergies sperg about. They are not serially controlled.
Alternate option is high pressure cylinders make great bowling ball mortars. I had two empty helium cylinders that failed a visual inspection (ancient Lindes) so I dumped the residual helium then bandsawed them to size and gave them to my blackpowder bro. See bowling ball mortar videos for how to.
