    In an interview to talk both about the new Jammu and Kashmir Chief Minister Omar Abdullah and his demand for the early grant of statehood as well as the recent spike in terror in the union territory, a former Head of R&AW and one of India’s renowned experts on Kashmir has said the relationship between the Lieutenant Governor and Chief Minister is “not a good relationship”. Amarjit Singh Dulat has also said that Omar Abdullah’s coming to Delhi within days of taking over was “hasty”, adding he will “look embarrassed” if Delhi doesn’t restore statehood quickly.
    In a 30-minute interview to Karan Thapar for The Wire, Amarjit Singh Dulat also said that “terror has never gone away in J&K”. He identified three broad causes for the present prolonged spike in terror. They are, first, a deliberate effort by Pakistan to tell the Kashmiri people that Pakistan is with them and supports them, second, a deliberate attempt by terrorists to disprove the Lieutenant Governor’s narrative that everything is normal and, third, the continuing impact of abrogation of Article 370 in 2019 which, Mr. Dulat said, “still disturbs Kashmiris … it’s not done and dusted, it’s not out of the minds of Kashmiris.”
    Speaking about the relationship between the new Chief Minister and Lieutenant Governor, Mr. Dulat said “a message is being sent by the Governor that he is still in control”. Mr. Dulat said every time the Chief Minister calls a meeting of bureaucrats the Governor does the same thing. He said the relationship between the LG and the CM is not working well.
    Mr. Dulat said if Farooq Abdullah had been Chief Minister he would not have come to Delhi so quickly after taking over. Mr. Dulat said the Kashmiri people are closely watching and scrutinizing everything, including the fact Omar Abdullah gifted expensive shawls to the Prime Minister, Home Minister and other top ministers. However, Mr. Dulat did not think this was an error on the new Chief Minister’s part.
    Speaking about the recent prolonged spike in terror, Mr. Dulat spoke about areas where the jurisdiction of the Northern Command of the army and the Western Command meet and suggested that there could be “gaps” or “misunderstandings” which are allowing the terror to happen.
    Mr. Dulat said the right response to the spike in terror is for the Modi government “to engage with Kashmiris”. He said: “Delhi needs to figure out if its muscular policy will sort out Kashmir or if it should go back to the Vajpayee and Manmohan Singh approach.”
    Mr. Dulat said Delhi needs to take “a more empathetic approach”. One important step would be the immediate restoration of statehood.

    It has been 34 years of unrest in j&k, some time it escalates and sometimes it seems to be normal, where does the solution lies, that is to be ascertained sincerely, this unrest of 34 years changed so many faces but problem seems to be their today, common people faced everything good, bad, ugly and sustained in those very difficult phases, wherever the politic is used in this problem that proved fatle, common people are concerned about unrest as far as business and future of their lives are concern, when nothing lies in the hands of common people for resolution of this long standing problem

    You know what is the biggest problem? The government creating a hype is the biggest problem. The hype that everything got solved in Kashmir is the biggest problem. Unless the ground reality note gets revealed, the problem wouldn't be solved at all.

      If hype would not be there then there would not be a problem in kashmir? Those people always find some reason to do violence. Now they are repeatedly claiming that abrogation of article 370 is the reason for violence in kashmir as if before it kashmir was peaceful. The battle to reach a peaceful resolution in kashmir is a continuous process until Kashmiris understand this point that their fate lies with this nation.

Ignoring the ground reality, I am not telling that is the only problem, though there are many problems, but the main problem is creating hype. Why always Pakistan have to interfere in our matters? That is because we are irrelevant, right? If we seriously focus on autonomy and equal rights to the people of Jammu and Kashmir that problem will be solved to some extent. Right? Now, there is no use of speaking about abrogation of 370. Now we can focus on statehood, at least that would bring some impact, but the problem is government is delaying that to happen.

    Very murky. Musclar handling may get votes for the bjp but will put the kashmir solution so far away that it will always rob india of resources. One needs a statesman at the helm not a hit and run tactician. Jai shnkar should be the home minister and Amit should sit at home now that the usa and canada are slowly but surely tightning the noose. Crores of tax payer money is beeing bled away due to the inept handling besides the loss of lives in kashmir.

    Omar was the youngest Union minister in the history of India at the age of 29 and the youngest Chief Minister in the history of Jammu and Kashmir at the age of 38.Hence, he has more administrative and political experience than A.S. Dulat or Modi and Amit Shah.

    A. S. Dulat is wrong. We never wanted elections though were left with no choice but to vote against BJP which would have been benefited by our boycott. Hope A. S. Dulat understands the differentiation between ''Wanted elections'' and ''Were forced to vote'' to keep BJP out.

    Good evening sir. Nice analysis on the very subject to say abrogation of 370 alone is not sufficient to normalise the ongoing terror situation. To restore statehood is also important keeping the view of public as not to instigate the common people by the machinery of Pakistan.

    It seems things are not at all normal in Kashmir. Government abrogated Article 370, and the state was downgraded to Union Terrritory. Since abrogration of Article 370, there was the President's rule till the present elections. What has gone wrong now?

    Omar needs to clean up his act & grow out of the "JK nepo-pappu" mindset. For every misbehavior act, statehood should be delayed by 6 months. Even with a lower population, Jammu pays more taxes than Kashmir - benefits should be given accordingly. There should not be wealth transfer from Jammu to Kashmir.

    It shud be clear that Omar is CM of a UT and not of a full fledged State. He and his family supporters like Dulat must reign in their ambitions and help him to run the UT successfully. The Kashmiri politicians earlier have shown no competence to run the state well landing us in a 30 yr long turmoil. It is only the last 5 yrs since 2019 that we have seen some peace.
    The same bunch of incompetents can’t be given back all the powers of a state only to return to full blown terrorism of the past.

    6:20 ,,true Dullat saab but these days it is well defined barbed border & doesn't seem to be porous but is plausible, you never know from where they are entering. It used to be a top smuggling route across the border back in the 80's. I suspect more on Kathua/Poonch end ...we're from RS Pura (for other viewers, it's adjoining Sialkot across the International Border - just as Lahore is adjoining Amritsar)
