I think it is because of the stereotypes they fit into (at first glance at least) - Haley on first glance fits the "dumb blonde popular girl" stereotype - and there is a reason why that trope has been so prominent in media, people for some reason seem drawn to it, if only to feel surperior. Shane however at first glance is a rude alcoholic who works for joja. It's easy to see why the initial impression he gives off is worse.. Personally I don't agree with those sentiments obviously.
Its because Haley actually has development. Shane has it too but its not as drastic. When you get married to Haley, shes a loving housewife and mother, embraces the farm life instead of trashtalking it and she stops acting like a snobby teenager. with Shane, his room is a mess, he's still implied to drink, and even though alcoholism is hard he still should have development but he just sorta doesnt. People just think that Shane shouldn't be a marriage candidate and is better off healing on his own, instead of trying to magically fix him with love because his story in getting rehab would honestly be touching if most mentions of that didnt get thrown out the window the second we marry him.
