This is probably in an elephant sanctuary. Ive been to a few in Thailand and they can actually be really nice & wholesome places for elephants to live. The sanctuaries I saw had staff who gave every last bit of their resources to obtaining & financing elephants who were in captivity/labor/poor living conditions & enriching the lives of the ones they had. I'm talking about nice land with rivers and dirt pits for them to bathe in, endless bananas and lots of compassionate care. Really not too shabby for the elephants.

A grown elephant has the strength to break the chains, but since they are trained this way when they were calves, they think the chains cannot be broken and it is easier for the humans to control them.
