It's okay to speak English along with Hmong because some English terms/words Hmong doesn't have & can't be translated easily. I'm positive mostly likely Hmong people does speak Hmong with a little mixture of English in there. Only exception applies to the elderly Hmong population in their late 60s and above. As long as you know you are Hmong, it doesn't matter if you speak, read, & write it. I guess some narrow-minded people will shun/turn away & make fun of their own kind base upon of them not speaking fully Hmong 100%?
