He can literally smoke anyone below or equal to admiral level. Maybe he is not that strong after the timeskip because he is shown to be old (white hair) but during marineford he and garp didn't get too much involved in the fight because that would really mess up the balance.
Rayleigh is cool as hell and he sure is still fucking strong given how even Blackbeard still acknowledged him as a threat. But at this moment Rayleigh was bluffing and even stated that he would have had no chance against Blackbeard. But it was cut from the video. So it was basically Rayleigh counting on Blackbeard underestimating himself and overestimating Rayleigh.

So imo that is not that weird. I know people like to hype up the older generation pirates but we need to realize that the others are approaching that level as well. Also Rayleigh is incredibly strong and of course he can put up a fight against Blackbeard and it would definetly be an intense fight. All Rayleigh is saying is that he probably would not win. I understand that characters like Whitebeard and Rayleigh are very special, the way they were introduced and showed that there was an entire different level of strength. But it was pretty clear that all the others would eventually catch up to them, especially since Rayleigh isn't even in his prime anymore. All I really wanted was for Rayleigh to cut his hand and Hancock to turn him to stone. Blackbeard was a fun joker in the game, but he's just annoying now. They wrote him earlier, but they're failling now. He's not been well written as a boogeyman who has achieved. He was way better written as a boogey man who could.

He's definitely not her father. Hancock's backstory proves as much she was rescued from slavery thanks to Fisher Tiger and Rayleigh and Shakky also helped played a major part in helping Hancock and her sisters get out of it for good. That's why Hancock also allows Rayleigh to visit Amazon Lily without an issue
