Norwegians where building boats and ships nearly 1000 years before USA was created, and has a continous history of boat building since then. They don't need help from USA to build boats.
Norway has a huge military industry, but we don't like to speak too much about it to foreigners ;) And yes, these ships were designed and manufactured in Norway

The americans didn't quite catch on to the Skjold concept, but they liked the missiles they used very much and has purhcased them in large quantities. They're using them in their littoral combat ships and for the US Marines coastal defense systems. The Naval Strike Missile (NSM) is currently in use by Norway, USA, Poland, the UK and Australia. Nine other countries have signed contracts or intention agreements for the missiles, and it's being considered by the Indian navy as well.
as a norwegian myself we making that type of misslies is sick. Plus those misslies also being used to protect the Whitehouse and NASAM as its also called it also being used in ukraine and proven to be one of the best

And, unlike Columbus we weren't so dumb we thought we've found far east India and Indians... This ship is designed to operate within the vicinity of the norwegian costal line, not the open sea, using speed and stealth to hit targets and vanish. This is why the colors makes sense as it would more likely be seen with land or islands behind it, not the open sea.

Also, the NSM (Naval Strike Missile) missile is Norwegian and is the missile that the JSM missile (Joint Strike Missile, the main missile if the F35) is developed from (also developed and made in Norway by Kongsberg Weapon Factory)
