it's a criminal offense to run away from law enforcement, unfortunately the country has weak laws, most of the citizens here lack discipline and comprehension ....if there are strict policy guidelines, pretty sure most filipinos will follow just like how they do if they're in a different country. Hopefully in the future as the country develops, these kind of things, law and order will be strictly implemented with harsher penalties.

As a daily commuter using EDSA Carousel, these videos are so satisfying. Safety hazard talaga yung mga pasaway who keep weaving in and out of the bus lane to overtake. Also, after watching a lot of the videos on this channel, nakakabahala yung dami ng MC rider na walang license. Kaya naman pala dun sa area kung saan ako naglalakad at tumatawid across Osmeña Highway eh lagi na lang madaming rider na nagbblock ng pedestrian crossing as if di nila napag-aralan sa road guidelines na bawal yun. 😫

The risk of accident is high while chasing. Where as just take the plate# or registration# and issue a show cause and surprise them with the 3rd penalty. It will become a fried kamote. 🤭
This is really great idea as a lot of riders and so with others vehicles doesn’t have proper registrations otherwise they will continue to break the law . The vehicles that try to avoid the apprehension by moving into the inner lane should have reckless driving as an addition. Because it puts other drivers in a situation where they have to brake hard or some may not even see them cutting and could cause a collision
Make it a standard practice to ask the rider to remove his/her helmet once the drivers license is handed over to the enforcer to make sure it is their license or not 😊
just a suggestion, install cameras on the buses that can capture the plates of motorists riding in front and at the back of the buses.. somewhat like the non contact apprehension but on wheels and specifically for the edsa busway
The buses already have dashcams. But the TRO from the Supreme Court doesn't allow you to issue tickets based on footage like that. So at most, you could just issue show-cause orders and then use that footage as proof. If that's the case, you might as well use the existing CCTV that's already installed. And LTO did discuss doing that. But I don't personally see how they're going to handle hundreds or thousands of show-cause orders every day 🤷♂
If it's a government van and govt employee. And he ran thru a check point he should lose his license and get fired. He don't care about any officer's lives he endangered.
Hi Gadget Addict, in your day to day basis how many govt. agency drivers are being apprehended? Kamote riders are given already. I'm very curious about this since everytime that i pass at EDSA, most drivers that are passing at the edsa bus lane are kamote riders and govt. vehicle or most of the time "VIP".. Hopefully they're really paying their fine since most of them knew a person at LTO.
The other WangWang car should be given a Show Cause Order. The backup WangWang was apprehended. I hope the CG informed the driver of the 2nd that the 1st will be given a Show Cause Order.

The offense for running away should be an automatic 4th offense, not 3rd offense. Also, all traffic enfofcers in the entire country should be authorozed to confiscate and seize all illegal wang wangs.
Show cause order will not stop the kamotes or violators from doing it over and over again as long as they can escape the enforcers. They also don't care if they won't be able to renew their registration because they simply won't re-register their vehicle particularly motor bikes. All they have to do is avoid being apprehended again by obeying traffic rules thereafter. What enforcers need to do is to chase those violators until they catch them to discipline those kamotes

I've shown cars being impounded under those conditions in the past. In this case, the driver of the Innova was eventually able to show papers for the car. But honestly, whether it's a car or motorcycle, there does seem to be an insistency in whether driving without a license or valid registration will result in impounding. I regularly see motorcycles apprehended without a valid registration, and they're often not being impounded. Just the other day there was a rider with a fake license, he wasn't impounded either. I'll explain why in an upcoming video.

Traffic enforcers typically don't have any authority to apprehend and penalize jaywalkers. Generally it's enforced by the LGU, or at best by special teams that have been deputized - like what the MMDA had before. That was one of the things that Sec. Abalos wanted to improve during his time at MMDA. I haven't personally seen any anti-jaywalking personnel in years. I did see a news article about the MMDA wanting to increase the penalty for jaywalking - which immediately faced opposition for being anti-poor, inhumane etc. That's the same reality with vendors.. everyone complains about the traffic they cause, the sidewalks being blocked, the unfair competition to legitimate shops etc etc. But when they see vendors being penalized, after literally 100+ warnings, many still choose to attack those who enforce the law, and insist to just give them a chance 🤷♂ So that's how it is now, that 99% of the time, vendors just roll away. Then they return 15 minutes later when the clearing team is gone. No lasting improvement or change. And people will argue that they should be given a proper place, but the truth is that many of them don't want it. In fact I read a story just recently about how vendors given a place inside a legitimate market were just using it as a storage area, and then returned to selling on the street. Because it's much easier to get a customer on the street, stealing them before they enter a legitimate business or market, compared to having to play fair inside the market building.

One of the best hopes for improving traffic in Metro Manila is probably the improvement and expansion of mass public transport. Many laws exist, but there's a tendency that the enforcement agencies get their hands tied later and cannot enforce it as strictly as it's written. And despite some agencies trying to increase penalties, there's been a constant push back to lower the penalties and make them "affordable" - which obviously makes them less of a deterrent.
When the busway isn't enforced, more cars and motorcycles start to use it - causing major disruption to the busway. That has been seen and proven before. With a monthly ridership of over 6,000,000 - these enforcement operations are needed to keep the service going. The busway actually reduces traffic and moves people faster than ever.
My cousin's husband, haven't return back here in the Philippines for a decade. And he is shocked to see many cars parked in the sidewalk and motorcycle in the road, because back then having a car is considered a luxury, that requires a garage to park, but now he asked is the Philippines rich, I said no were still poor.
Why not have at least 2 enforcers a kilometer away to catch those who would try to evade apprehension. Not enough that you have the plate number. What if vehicle is not his/hers?
Funny how those violators when seeing the enforcers and try to avoid them. They try an act innocent as if they didn't do any violations. They move and weave into the farthest lane.
They should annouunce in the radio, facebook and other media that those who try to evade the first enforcers who flags them will be automatically given the 3rd offense penalty. As it is now, the kamote drivers don't respect the enforcers and still make them chase after them and probably are given the first offense penalty, kaya walang rumirespeto sa kanila.

Drivers, both car and motorcycle, who violate the EDSA bus lane, and the people who defend their actions, lack discipline. This is the primary reason why the Philippines will find it hard to change. They want the country to be like Japan, Korea, Singapore, Saudi Arabia, or Germany, but all those countries have one thing in common: discipline. Unfortunately, this is something most Filipinos lack and may never have.

The car with the 7 plate was blocked and the driver immediately gave his license. I showed that in the video. The problem is that he drove away, even though the apprehension wasn't completed, that's why it was reported that he'd still be hit with a show-cause order.
Once again: Ticket them, confiscate driver's license, impound every vehicle for a week. No release until fine is paid, vehicle registration done, vehicle registration plate installed, tinted windshield cleared. When You take away their vehicle, then they learn, no monetary ticket will do that.
Why can't just MMDA place a concrete barrier throughout bus lane, and place an opening on specific areas, so that violators can't merge to the regular lanes and escape, which can also cause accidents.
It's already like that. It's only on the flyovers and tunnels that the barriers had to be removed for safety reasons. I'm sure you've seen my other videos where they also catch drivers and riders inside the sections that have barriers.
Instead of the violators being waited upon by LTO to show up or wait till the registration of the vehicle, why not be proactive and LTO themselves or LGU location where the violator resides law enforcement knock on the violators doors and apprehend him/ her? Government wants serious results, they have to be serious themselves!

You said that LTO should go to their home. I'm saying that you would think that if you run away from law enforcers, the police would arrive at your home and force you to face the consequence.
@@GadgetAddict it would be better if the police or concerned govt agencies actually visits the houses of these perpetrators. There are a number of reasons why violators run away, some are flimsy but others could be due to being an accomplice to a crime, carnapped vehicle being driven, the driver is wanted by the authorities for a previous crime, legally drunk etc. What is the guarantee that the person driving was indeed the owner of the vehicle - none. If laws need to be amended, so be it. It's all about adjusting to the times.

Based on recent news reports, instead of doing that, they're now considering to install radio tags on motorcycles (e.g. RFID) I'm not sure how the scanning would work. Will they update every CCTV from the Barangay, City, private, MMDA etc. to be able to read those radio tags and overlay it on the video? And then what if there's 20 bikes in a group and you scanned multiple tags at the same time 🤷♂ But okay, let's say you're just going to use it for scanning individual bikes - meaning it's really only going to be useful in checkpoints... well 99.9% of enforcers aren't even equipped with any kind of electronic ticketing machine, or even a way to read the secure barcode on the back of the license.. and those have existed for several years. So realistically, what's the chances that enforcers will even be equipped with the technology required to read the tags? And obviously it's very easy to disable a radio tag, without causing any physical damage - meaning it LOOKS okay, but the moment you try to scan it, nothing will happen. My suspicion is that it might just become an extra cost to motorists, without any real benefit. There was a purpose and benefit to adding a plate to the front - even if there are concerns or oppositions to that proposal. But for the RFID stickers, I don't know if it will really have a practical purpose. On paper, sure, but in reality? I'm not sure. But perhaps it's too early to comment. I haven't seen the final version which outlines the exact plan. So until then, this is mostly speculation based on news reports.

I'm very curious about this since everytime that i pass at EDSA, most drivers that are passing at the edsa bus lane are kamote riders and govt. vehicle or most of the time "VIP"..

The offense for running away should be an automatic 4th offense, not 3rd offense. Also, all traffic enfofcers in the entire country should be authorozed to confiscate and seize all illegal wang wangs.
Show cause order will not stop the kamotes or violators from doing it over and over again as long as they can escape the enforcers. They also don't care if they won't be able to renew their registration because they simply won't re-register their vehicle particularly motor bikes. All they have to do is avoid being apprehended again by obeying traffic rules thereafter. What enforcers need to do is to chase those violators until they catch them to discipline those kamotes

I've shown cars being impounded under those conditions in the past. In this case, the driver of the Innova was eventually able to show papers for the car.
But honestly, whether it's a car or motorcycle, there does seem to be an insistency in whether driving without a license or valid registration will result in impounding.
I regularly see motorcycles apprehended without a valid registration, and they're often not being impounded. Just the other day there was a rider with a fake license, he wasn't impounded either. I'll explain why in an upcoming video.

Traffic enforcers typically don't have any authority to apprehend and penalize jaywalkers.
Generally it's enforced by the LGU, or at best by special teams that have been deputized - like what the MMDA had before.
That was one of the things that Sec. Abalos wanted to improve during his time at MMDA. I haven't personally seen any anti-jaywalking personnel in years.
I did see a news article about the MMDA wanting to increase the penalty for jaywalking - which immediately faced opposition for being anti-poor, inhumane etc.
That's the same reality with vendors.. everyone complains about the traffic they cause, the sidewalks being blocked, the unfair competition to legitimate shops etc etc.
But when they see vendors being penalized, after literally 100+ warnings, many still choose to attack those who enforce the law, and insist to just give them a chance 🤷♂
So that's how it is now, that 99% of the time, vendors just roll away. Then they return 15 minutes later when the clearing team is gone. No lasting improvement or change.
And people will argue that they should be given a proper place, but the truth is that many of them don't want it. In fact I read a story just recently about how vendors given a place inside a legitimate market were just using it as a storage area, and then returned to selling on the street.
Because it's much easier to get a customer on the street, stealing them before they enter a legitimate business or market, compared to having to play fair inside the market building.

One of the best hopes for improving traffic in Metro Manila is probably the improvement and expansion of mass public transport.
Many laws exist, but there's a tendency that the enforcement agencies get their hands tied later and cannot enforce it as strictly as it's written. And despite some agencies trying to increase penalties, there's been a constant push back to lower the penalties and make them "affordable" - which obviously makes them less of a deterrent.

When the busway isn't enforced, more cars and motorcycles start to use it - causing major disruption to the busway. That has been seen and proven before.
With a monthly ridership of over 6,000,000 - these enforcement operations are needed to keep the service going. The busway actually reduces traffic and moves people faster than ever.

Why not have at least 2 enforcers a kilometer away to catch those who would try to evade apprehension. Not enough that you have the plate number. What if vehicle is not his/hers?
Funny how those violators when seeing the enforcers and try to avoid them. They try an act innocent as if they didn't do any violations. They move and weave into the farthest lane.
They should annouunce in the radio, facebook and other media that those who try to evade the first enforcers who flags them will be automatically given the 3rd offense penalty. As it is now, the kamote drivers don't respect the enforcers and still make them chase after them and probably are given the first offense penalty, kaya walang rumirespeto sa kanila.

Drivers, both car and motorcycle, who violate the EDSA bus lane, and the people who defend their actions, lack discipline. This is the primary reason why the Philippines will find it hard to change. They want the country to be like Japan, Korea, Singapore, Saudi Arabia, or Germany, but all those countries have one thing in common: discipline. Unfortunately, this is something most Filipinos lack and may never have.

The car with the 7 plate was blocked and the driver immediately gave his license. I showed that in the video.
The problem is that he drove away, even though the apprehension wasn't completed, that's why it was reported that he'd still be hit with a show-cause order.

Once again: Ticket them, confiscate driver's license, impound every vehicle for a week. No release until fine is paid, vehicle registration done, vehicle registration plate installed, tinted windshield cleared. When You take away their vehicle, then they learn, no monetary ticket will do that.

Why can't just MMDA place a concrete barrier throughout bus lane, and place an opening on specific areas, so that violators can't merge to the regular lanes and escape, which can also cause accidents.
It's already like that.
It's only on the flyovers and tunnels that the barriers had to be removed for safety reasons.
I'm sure you've seen my other videos where they also catch drivers and riders inside the sections that have barriers.
Only solution is to build more wider roads with more lanes. More flooding during "habagat", but more places for swimming.😎

Instead of the violators being waited upon by LTO to show up or wait till the registration of the vehicle, why not be proactive and LTO themselves or LGU location where the violator resides law enforcement knock on the violators doors and apprehend him/ her? @@GadgetAddict it would be better if the police or concerned govt agencies actually visits the houses of these perpetrators. There are a number of reasons why violators run away, some are flimsy but others could be due to being an accomplice to a crime, carnapped vehicle being driven, the driver is wanted by the authorities for a previous crime, legally drunk etc. What is the guarantee that the person driving was indeed the owner of the vehicle - none. If laws need to be amended, so be it. It's all about adjusting to the times.

Philippines should start implementing front license plates for all motorcycles just like in Indonesia
Based on recent news reports, instead of doing that, they're now considering to install radio tags on motorcycles (e.g. RFID)
I'm not sure how the scanning would work. Will they update every CCTV from the Barangay, City, private, MMDA etc. to be able to read those radio tags and overlay it on the video?
And then what if there's 20 bikes in a group and you scanned multiple tags at the same time 🤷♂
But okay, let's say you're just going to use it for scanning individual bikes - meaning it's really only going to be useful in checkpoints... well 99.9% of enforcers aren't even equipped with any kind of electronic ticketing machine, or even a way to read the secure barcode on the back of the license.. and those have existed for several years.
So realistically, what's the chances that enforcers will even be equipped with the technology required to read the tags?
And obviously it's very easy to disable a radio tag, without causing any physical damage - meaning it LOOKS okay, but the moment you try to scan it, nothing will happen.
My suspicion is that it might just become an extra cost to motorists, without any real benefit.
There was a purpose and benefit to adding a plate to the front - even if there are concerns or oppositions to that proposal.
But for the RFID stickers, I don't know if it will really have a practical purpose. On paper, sure, but in reality? I'm not sure.
But perhaps it's too early to comment. I haven't seen the final version which outlines the exact plan. So until then, this is mostly speculation based on news reports.
