  • #RajyaSabha, also called the Council of States, is the upper house of the parliament. There are currently 245 members, there can be a maximum of 250 members too. The Lok Sabha has direct elections - its members are chosen directly by voters. But in the case of Rajya Sabha, members are chosen through indirect elections - elected members of legislative Assemblies or MLAs vote for members.
Unlike the Lok Sabha, the voting in the Rajya Sabha polls is held under the proportional representation principle with the single transferable vote (STV) system.
In this system each MLA’s vote is counted only once. But MLAs don’t vote for each seat. #rajyasabhaelections

madam unfortunately u missed adding " 1 " in denominator to the total seats vacant....
so the minimum votes to win is 36+1 = 37

Informative. But did not understand that if 15 first preference votes suffice for a candidate to win seat, what does the minimum number of votes needed by a candidate: 46, mean?
