The industry collectively wasn't nearly as money-grubby as they are now, which meant game design wasn't beholden to trends like "games as services" or trying to sell games as piecemeal experiences where getting the most bang for your buck didn't require season passes or loot boxes. Which meant developers could experient with the games they were making. Obviously, it didn't always pan out (BG&E was a commercial disappointment at launch), neither am I saying that innovative games aren't still being created now, only that the environment that made BG&E the game many love was ripe for their fruition.
