This, so much this. I experienced this directly when I pulled several 3+TB databases from AWS to OnPrem. IOPS were insanely faster OnPrem and greatly reduced my costs. I still use both AWS and OnPrem, each has its use case, but it costs way too much to beef up the specs on an AWS volume to match an OnPrem volume.

Not to mention RAM. OnPrem, I can realistically shove 1 TB of RAM in to a SQL box. You will never do that in the AWS.
