Honestly exploring arsenal gear completely defenseless while the ai colonel continues to send increasingly bizarre messages felt deeply unsettling. For some reason, horror moments from non horror games are quite scary to me. Maybe because it comes out of nowhere and I'm not prepared for it at all.
It's because you're not expecting it. A horror game you go into knowing you'll get scared, same thing happened to me with the nightmare sections in max payne. It's that weird vibe you get when you stumble across an odd video on youtube, like something you're supposed to not be seeing.

Idk if it's the music, the mysterious atmosphere, the helplessness of not having your gear while those soldiers hunt you or the freaky codec calls. It always creeped me out because while Arsenal Gear is a machine, it almost felt like you were inside a living thing. Completely different from Big Shell. Truly a masterpiece of a game in a masterpiece of a series.

I think part of what makes this theme feel so eerie to me aside from the composition and sound design alone is also just the context of Arsenal Gear in the series. Up until this point all the giant weapons of war you have seen are these giant bipedal mechs, and the fact Arsenal is really just a very, very, large submarine just feels almost jarringly realistic in contrast with the walking nuclear tanks. And with regard to future games, it still feels somewhat out of place when compared with Outer Haven, even just visually. I'm confident it remains the largest metal gear in the series based on the scenes of it crashed into Manhattan compared with images of Outer Haven surfaced. But aside from size, the form texture are the key things that jump out at me. Most metal gears you see have this very characteristic simultaneous mix of smooth curved surfaces and abrupt angular corners, and they often have some sort of panelling texture with various little greebles (its a model makers word for small random details, google it), Outer Haven has these characteristics. Arsenal gear is almost completely smooth, and a uniform dark color with only a handful of angular, vein like lines at its front for detail which really add to the "living" theme the game gives it with all the areas within it having human organ names. Couple that with the fact Arsenal is intended as a submarine it gives this really unsettling image of this vast, dark, alien looking, manta ray shaped machine gliding silently in the depths of the ocean like a sort of stealthy titan. And the OST here really feels at home in that alien deep ocean setting.
MGS2: Sons of Liberty has some of the most atmospheric music in the history of gaming. Aside from that, the music captures a certain "East Coast feel" being that MGS2 takes place in NYC.

It's not just yours, a lot of people tend to agree. IMO The Sorrow's theme is less creepy but more eerie. To include another song, Screaming Mantis's theme from MGS4 feels Silent Hill-ish to me.
