From my perspective and from my limited understanding of it; The Phantom Ruby twists, bends, and breaks perception to the point that it becomes reality until the Ruby has been neutralized (at least temporarily disabled anyway). Basically creating illusions so real that they are real as far as reality is aware. Illusions real enough to touch, taste, smell, even if you know they are not truly real they persist until the thing creating the illusions has be "turned off". Even the external effects caused secondarily by the illusions, such as destroying a rock for example, stay after the Ruby's influence has dissipated as it was the consequence of a "real" illusion interacting with a real object because in that moment it might as well have been real.
Which should mean the layout for zones altered by the phantom ruby should have exactly the same layout, but they don't (obviously with mania being a new game they changed things, but that's an out of universe explanation)
Talk about a coincidence one of my OC’s has that very same power creating illusions so real that they can actually effect the reality itself For the record I made him before Sonic forces and I never played sonic mania I was a Nintendo kid had a wii for my childhood and I like to make OC’s for fun some of my OC’s are inspired by other things but this one wasn’t I’m honestly surprised at how similar my OC’s power was to Infinite and the Phantom Ruby

It’s most likely because the phantom ruby is more powerful than the chaos emeralds, Eggman even says that it’s more powerful than master emerald and since the master emerald controls the chaos emeralds, then it would make sense that the phantom ruby can take the emeralds away from Sonic.

I have noticed I forgotten to address something in the video. At the moment when the Infinite creates the sun, it isn’t a virtual reality or as Knuckles calls it, “a special effect”. In that scene, Tails says, “When we are under control of the Phantom Ruby, it becomes part of our reality.” and Eggman says, “The sun will fall upon you all, boom, the end.”. Basically, only the Final Prototypes (and I am almost certain the original also) is capable of creating Physical Realities and affecting Sonic’s world physically. Now you might be wondering: Why didn’t Infinite just make all Virtual Realities into Physical Realities at the start of the game? Well, for one, Infinite didn’t have the Final Prototype for the first half of the game, and two, creating Physical realities before the Decisive Battle for the Planet (yes, that’s what it’s called in game) will sabotage the Ruby’s energy supply and may cause some issues during the Decisive Battle, so it was best for Infinite to charge all that energy up before the Decisive Battle started so he can unleash it all at once when it does start. That is also the reason why Eggman says “3 days”, because that was Eggman’s estimate for how long it will take for the Final Prototype of the Ruby to charge at a level that is capable of creating an Army and an entire Sun.
That’s interesting what the thing can do. Are chaos emeralds like infinity stones where each have different powers that can be combined if you have multiple, or do they all do the same thing but make you have stoner the more you have and can power super weapons? I have no idea what they do. I remember on a stream Dillon Thomas had a theory that Zavok was the only one of the bad guys who was real because he was the only one who spoke, he was operating machinery, and when you beat him he leaves a body and doesn’t disappear. But the reason why nobody noticed was because no one cares about Zavok and Forces was so bad that nobody noticed.
Yeah, the Phantom Ruby is definitely interesting. I’m not entirely sure if Zavok is real, because he does have the glitch effect and he does make the Ruby noise when he fades to nothing. Not to mention, both Metal and Chaos can’t talk in their base forms even if they were real, and also fake Shadow barely got any screentime to speak.
It has been alluded to before that the individual chaos emeralds have unique properties, one even controls the rest (I can't remember if it's the purple or grey)

The way the emeralds work is sorta explained in Sonic Adventure; they have the ability to change thoughts into power. They're an infinite source of power, but with a limited output. Think a AA battery with infinite charge; it makes infinite power, but is still only as strong as an AA battery. Stronger emotions means more output. More emeralds also means more output, and with all 7, it's enough power to bend reality (or as it's put in SA2 and '06, create a miracle.)
I mean if the direction they went was for it to. Be the antithesis of the chaos emeralds it would be a nice way to make more of them as hidden mass mines of them in contrast to the emerald that are unique and related to the master emerald for the ruby to be managed all by itself and the one that uses it

There’s some explanations for that. Eggman was never went to the area of where the Phantom Ruby landed. Not in Sonic 3, not in Sonic Mania. So he couldn’t have known that the Phantom Ruby was there. The people who discovered the Ruby (The Hard Boiled Heavies) were the only ones who knew that the Phantom Ruby existed. The odds of Knuckles hitting Super Sonic and colliding with the Ruby at the same time is extremely low. To come out of the same exact spot where the Ruby is above is just impossible. Angel Island is huge, so there is a very good chance that Mania Sonic entered from a different side of Angel Island than the same one in Sonic 3. So it does make sense.

In my own terminology, I'd say the phantom ruby can primarily use illusion-based augmented reality manipulation, with a bit of universe creation/transportation.

The master emerald did create chaos by mutation, but the ruby corrupted infinite. I think it's debatable it can create from nothingness (though in mania stages were altered)
Hope they redeem the Phantom Ruby and we get to explore it more later on. I love how Sonic Mania introduces it, but I did not like the lack of pay off or the little that it's said and done about it in Forces other than the pretty cool and twisted illusions Infinite creates in that one city Avatar level
