They drive on Left-hand traffic, and all the cars made for that market have the steering wheel on the right side of the car. The original Mini is considered a classic, so the car in this clip was probably imported into the US and was used as a prop car for this scene. The details of it's origins told by Arthur in this clip are fictitious & just for story telling. In reality the Heffernans could have sold this Mini for more than enough to buy a modern used car even in the late 90s.
