He understood that the power resides in Ummah or what is called Sultan al Ummah. Very good point you reminded us of 2- Regarding Imams being from Quraish: Actually Imam al-Haramyan stated that this is proffered condition. Additionally, during Ottoman Sultan Suleiman the Magnificent, the Sadr A'zam Lutfi Pasha wrote booklet with the title خلاص الأمة في معرفة الأئمة discussing this issue of Quraish showing that this is not prerequisite but rather it is an extra condition شرط أفضلية.
The discussion on the failing states and making the societies that are better, more accountable as a "stepping stone" to a combined Khilafah has been discussed in Professor Muhammad Al Massari's work, Al Mana'ah wa Nusrah, in it it shows how the Prophet sought Nusrah for protection for the Dawah In Madina, and AFTER the Saqheefah of Madina he became head of state. All evidences have been discussed
Having a sense connection with the Ummah and a yearning for the return of the khilafah on the pattern of the Khulafa al-Rashidin is highly desirable but in times of fitnah we should be mindful of the serious potentials for damage to our intellectual legacy and the corruption of Islam here, as we saw recently with Daesh. There is also grave danger at the other end of the spectrum from Daesh. Christian scholars have been keen for long a time, on having a Pope-like figure in Islam (i.e. a khalifah) who could eventually reform Islam like the Pope did for Catholicism in Vatican 2. No wonder they were so keen on meeting with Dr Anjum for private discussions on his plans. My other problem with Dr Anjum's approach is that he seems to think that the teaching of shariah is of little benefit compared to striving to establish the khilafah. This is a false dichotomy. The Ulama who are teaching Shariah are effectively the life blood of the Ummah though which its parts remain alive and connected across time and space, without this role of the Ulama the Ummah will have no pulse.
The subject of Quraish has been discussed in depth in the recent work by Professor Muhammad Al Massari, in his work, Saqeefah - all evidences are discussed
Very good video, however how is that discussions are around what scholars said, rather than going back to the texts and re-evaluating based on the texts.. Eg Ibn Taymiyyah RA has a point of view, study it, but go back to the texts to find the strongest point of view because Allah in his protection of the Zikr has left everything there for us.

So how do you propose we go about establishing a state? The classical scholars by unanimous agreement have said that establishing a leader (and therefore khilafah) is a fardh on the Muslims. Just like salah.
Ahmadiyya are non Muslim. And giving a term of khilafah to a non qualified non Muslim leader who doesn't implement the economic and foreign policy doesn't make him a khalifah. It's like calling a fly a lion . Doesn't make it so, just cause you or a bunch of people say so

Making dua is part of the process. But if your understanding of the sirah is merely dua that's not the case
