in the uk as far as the mini bike goes, if the local council have not adopted a roadway then non of what the so called policeman was saying actually count, it could be classed as a pedestrian walkway but the need for a license and or insurance would not matter.
In that case then he's just riding a mini moto on the pavement. Therefore he is still an obnoxious twat.
I've never read such a load of bollocks in my life. The bike would have been crushed and the biker fined for riding illegally on an illegal bike with no tax and insurance.
We used to play with these things with our kids and took them in a truck to private land where we had permission. If we had got caught riding them in public places we would have had to accept all the shit that would have come our way.

He could have made a citizens arrest without it but he is acting as a police officer if he produces his warrant card and his evidence will carry more weight in court (not that it was needed as the biker admitted to riding illegally on an illegal bike with no plates, MOT (safety certificate), tax and insurance.
The biker would have faced a hefty fine, had his bike crushed and possibly have lost his licence (if he has one) if he had not run away.

This is common in australia there is a rule for give way to your right the rider was on the vehicles right ,the rider was moving at a fair speed probably legal but not thinking "is this tool going to give way" and covering brakes always approach one of these with caution as well as intersections major place for crashes there seems to be a trend now of indicating half way through a roundabout i am looking at you when you enter the roundabout for exactly that "your indicator" had a few nasty words to drivers who commit this offence and it is an offence not to indicate before entering a roundabout .
It's not "give way to the right". That's just what everybody thinks. It's "give way to vehicles already in the roundabout/intersection". This biker was at fault.

Here in the states “US” riding a mini bike on public roads is illegal…. Even in neighborhoods but if the cops show up or see you they’re actually pretty cool about and tell you to head home and don’t ride it…. That’s only if your in neighborhood roads not any major roads I live in Phoenix and I’ve been stopped before on my kids PW Yamaha dirt bike and all they’ve asked me was who’s bike is it and what cc and where do I live and that’s it and just gave me a warning
