Very helpful, but I'm wondering: do I ask the taxi driver how much the ride will cost before I get in? Is there a set price? Or do I ask them to turn on the meter (I've see this recommended in other places)? Do many taxi drivers speak enough English to understand if I ask "how much" or "turn on the meter, please" in English? I'm trying to learn some Vietnamese, Khmer, and Thai for my trip, but finding pronunciation very difficult so not sure I will be able to learn much before I arrive. Also, should I tip taxi drivers like I would in the US? If so, how much is appropriate?
There are many taxi driver wearing white shirt at arrival hall. Do not take any of them. Just turn left and go directly to taxi stand at Pole 1. They are reliable ones and meter fee. Usually, it costs about less then 15$ to the center and you can give them few bucks as well. Tipping is more common in Viet Nam now. Cheers

Never ... never take a taxi at any airports in any countries because you will get scam. Period. They are for rich people/tourists. Use trains or buses if you want to save a few bucks.

You can use either or. As long as your US SIM provider allows you to roam within SE Asia. But to be very honest, purchasing a Vietnam SIM for $8-10 will save you the headache for once you return home and you see the roaming charges on your cell phone bill. Right now, majority of the SIMs will give you unlimted data for a month.
My expected time of arrival in Ho Chi Minh airport is 1:30am and I'm afraid to travel to the City at that time even in a legitimate taxi. Can I stay in the airport and wait till 5:00am?

Thieves and robbers don't scam but they pull out weapons and threaten your life. How safe is your country compare to Vietnam?
My first trip to Saigon and vietnam. I took the taxi from the airport. Where you make the queue. I knew the price was around 200000 dong. I was watching the meter and just before arrive to my hotel i had a look outside. When i look again the meter the price was 500000 dongs. The taxi scammer shouting at me when i asked him why it was so expensive. I was so tired by my trip that i paid him but it didn’t hapened a second time as i used grab after that. Theses taxi scamers doing this since many years but the vietnamese government do nothing. What a shame! I live 20 years in thailand and it’s never hapened to me there. There is many scammers in vietnam so be aware. Thailand is so much better in every points. Vietnam👎🏻👎🏻👎🏻

For sure the airport is always open. You just get a taxi at pole 1. Or book Grab if you have the app.
Grab Taxi is very popular in Viet Nam
If you want to save a ton of dinero, just take airport bus 109. It costs less than $2 bucks to Pham Ngu Lao and Ben Thanh Market.
