The stuff you see move, is not the probiotic. Whats happening, is the milk solids from the powder milk are separating. What you are seeing move is small clumps of milk solids floating up and down due to what is most likely the formation of carbon dioxide. it makes a bubble that is stuck to a clump of milk solids, then floats, and when it gets to the top, it pops, and sinks back down.
Re-introducing the milk solids is probably not the best idea, as they are proteins, which are likely not digested by the probiotic, which eats sugars. Over time, something else is going to start growing in the culture that does eat the proteins, and may not be safe to eat. I would suggest that instead of scraping the foam, you save a few oz of the liquid and use that to start the next culture. Discard the solids, similar to when you make ghee which is also a process to separate the milk solids.

Thanks, Some of my friends who take Yakult told me; "Why is that i'm taking Yakult quite sometime but it's no longer effective anymore in my body?" I replied to him; Yakult friendly Bacteria were SLEEPING in Cold temperature when you TAKE it and upon reaching to our Stomach where it is Warm temperature from there the Good/Friendly Bacteria start to get Active. When your metabolism is working fast, the Yakult you drink will only be wasted. So, it is very important when we TAKE PROBIOTIC the Good/Friendly Bacteria is ACTIVE so that it is very much effective to our BODY. HomeMade Probiotic is more effective compared to a ready made probiotic like Yakult.

Probiotics metabolize the milk proteins & starches/ugars for you Typically well tolerated
Pretty sure whole cooked rice, for example, or rice milk if you prefer would also work
      🤷 👍Good luck
