Dear Madam: I think your video indicating cess tariff payable for different plinth areas is bit confusing. Basically this cess is applicable to residential buildings having plinth area above 100 sq meters or cinstruction cost above Rs.10 lakhs and is calculsted @ 1% of construction cost . As I understand, the rates of construction cost per sq meter for buildings completed in 1995 onwards is notified in July 2017 for every 5 years and last rate is from 2015 onwards. The rates given in the video is per sq meter cost from 2015. These rate is to be multiplied by plinth area and 1% to be calculated to arrive at cess amount. So at present cess will be applicable for residential buildings having plinth area of 107 sq meter onwards & minimum amount will be Rs10000/-. Pl correct me if I am wrong

Hi madam , I have a commercial building in choondal panchyath area, trissur district. Area accordingly approved plan is 463.61 sq meters. Constructed in 2018. So according to madam told i have to pay (above 400 meter sq) 16600. I hope this is the right amount. For commercial bldg there is any difference madam ?

This is a central Act of 1996 applicable to buildings completed in November 95 onwards. The rate of cess is 1% - 2% as may be determined by the states and in Kerala it is decided as minimum 1%. After 2000 there were numerous cases challenging this act and demand notices issued by labour departments as such thete was a go slow on implementation of this act. Later kerala govt notified on 14.7.17 construction costs from 1995 revised every 5 years upto 2015. Notices were issued by labour department from informations collected from panchayath & municipality offices in piece meal basis. For those who did not comply matter sent to village offices for revenue recovery but not very strictly. Now the govt facing acute financial crisis has authorised panchayath/municipality/corporation to collect this cess at the time of numbering or issue of completion certificate thereby they get a percentage of cess amount collected. 3:54

1995 ൽ വന്ന നിയമം അല്ല, 1995 മുതൽ നിർമ്മിച്ച വീടുകൾക്ക് ഇത് ബാധകമാണ് എന്നാണ് പറഞ്ഞത്, ഇത് 2017 മുതലാണ് നിലവിൽ വന്നത്.
