The development of the root begins at late Bell stage. The HERS grows coronal to the epithelial diaphragm and causes the differentiation of the nearby dental papilla cells into pre-odontoblasts and then finally to odontoblasts.
These odontoblasts will lay down the dentinal matrix and will cause the root sheath to disintegrate but the remnants of the root sheath persists there and are called epithelial rests of Malassez.
soon after the root sheath disintegrates the barrier between the dentin and the dental follicular cells is removed and will lead to the differentiation of the dental follicular cells into fibroblasts, cementoblasts and osteoblasts.

do you think in age 7 years enamel can still grow on the tooth.? my daughter enamel on the #1 tooth did not grow properly looks like there is lack of enamel on the tooth. Do you think in age of 7 ameloblast still produce enamel or they are not longer exist in the tooth?.
