It's probably a mistake in the transcription.
Rachmaninoff had abnormally long hands, which allowed him to reach 12 notes at a time, but even this is too big of a reach for a human, let alone Rachmaninoff himself.

You can slow down videos by clicking on the settings symbol on the video and then playback speed. That’s what I do with piano tutorials and it’s not perfect but it definitely helps :)
