He could be the silver timeline's version of Thel Vadam, the Arbiter who was in halo 2 and 3 and in the lore but not in the games Halo 1 and Reach.

My money goes for the Fields Marshall of the Devoted Sentries in the flete of Valiant Prudence. Ruthless, dangerous, important but un named; the head of the ground invasion of Reach. Heck he even kills a Spartan using Blamite. It would be fitting imo
Also It would expand the Lore of the Best Covenant fleet

He reminds me a lot of Fleet Master Nizat from Silent Storm, both being disgraced shipmasters who are fervent believers of the Great Journey and whose faith causes them to go rogue.
