Its a module, so you need some microcontroller unit(mcu) to access the data from it. Check the manual for power ratings. It doesn't charge. It needs a continuous power supply which can be provided by the mcu. Max distance ? There is no such thing. It does not send you the data. It just outputs the data to uart. Now what you do with it is upto you.
Well i don't know about others but the module i have only shows UTC. So one thing you can do is after reading the UTC time, write a small code to change it to local time.

You use a mcu to interface it. It doesn't work on its own.
