This is a great easter egg. The way that there are so many optional dialogue branches nested in each other is interesting, makes me wonder just how much content in the game I missed
Its not referencing anything. its a secret that requires a weird build (or using cheats) to have max perception on day 1. Since most people won't knee cap their character this way they made a super missable interaction like having Dialog for buying Roy's lamp
It's so weird to hear Mark McGuire do this kind of falsetto whisper voice, but that just goes to show just how capable he is at using his vocal range. You can hear so many different and similar things coming from his voices for the Eyes, Titus, and Korty.
The voice actor for this sounds suspiciously like Titus. The way he says "cop" has that same growl to it, and it sounds a lot like Titus trying to put on a voice to obscure his identity. This would also make some sense considering it's a Day 1 check that disappears once Titus is around on Day 2, and this person is in the harbor, which is a place Titus should be able to get into. He mentions he's been watching Harry for a while (the whole time Harry was drunk?), so it could pan out.
My theory is that this is Ruud Hoenkloewen, but it might be wrong since I wouldn't think he would be able to string words to create a coherent sentence
@@giuthais Most likely this is not Ruud, as he was only called in later by his colleagues and would have no way of getting into the harbor in the first place. This was propably one of Evrart's spies, as the voice mentioned, there are many more and Evrart also regularly reminds Harry he has his eyes everywhere
@@falcoatilla3620 This is most likely, cause when you are trying to do the interaction to forge Evrart's documents you always have the "Evrart's eyes are watching" debuff. I haven't found any safe places to lose that debuff

That “you” reminds me of the photojournalist’s “you” in Apocalypse Now. The voice change is intentional, and it means something, but I don’t know what.

almost definitely not, this guy doesn't have a good vantage point like Ruud is supposed to have before the tribunal, and he's also pro-union, while Ruud would probably be too hellbent on swearing to express an opinion on the strike
Used to be a game glitch where you could go back to the main menu while creating your own character. Once you went back to main menu and back to character creator, you had more points to put into yourself. It’s since been patched tho

I found this guy really annoying. The writers for some reason give him really pedantic lines and he somehow always "comes out on top" even when we're in the right. The "erotic voyeur" line made particularly little sense (being an erotic voyeur is obviously morally wrong) and volition for some reason takes his side.
Well it's nigh impossible to spot him (9 perception on day 1? wtf) so I think the authors agree his writing wasn't really worth seeing, it's more like an easter egg. If he represents Evrart's informants then he does his job.
I like to imagine that Harry stood there and had this entire 20 minutes conversation while Kim just watched, silently

To be fair the game does say you don't need to exhaust every option. This is definately one of those cases that it works well to move on if you want.
