I say do it as you feel like it. Its your way and there is no wrong way when it comes to the district system. The game will be a little longer when one of your underbosses turns against you.
Now some side quests are fun. Like upgrading Sammys bar or crossbreeding your own MJ to get money. But at least you dont have to do that. I usually empty the map in M3 before finishing Marcano

Defo make sure vito has 4 districts and Burke and Cassandra have 3 each Rocky
There are 9 districts. Not 10. Each can have 3 to make it even. But what you look for still happens when its fairly divided.
