As for the car the train might have been changing crews. Before railroad contracted taxi services became a thing they'd just use the local "yellow cab" l taxi company.

Very great yet in 1993 ConRail had yet to install ditch lights on the front of their locomotives. I wonder what year did ConRail start using ditch lights?
Right around 1994-95. I believe the SD60I's were the first units ordered new with ditch lights.
They started doing that in 1994 I guess but I believe I saw videos of new conrail sd60i's with ditch lights in 1993
That Van train running slow, perhaps due to running on the yellow blocks of the freights ahead, reminds me of friday nite Chicago Line railroading in the Conrail era. Train after train. Mostly gone now w/NS PSR nonsense.
